That was inked by Al Milgrom. you can see its signed in the lower left hand corner GK/AM (Gil Kane/Al Milgrom) :) Love the site! I was an 80's comic kid! The best yrs of my life!
It's signed GK/AM so it's probably Gil Kane and Al Milgrom. Milgrom was the editor on Kane's run on Micronauts so he inked quite a few covers and pin-ups around the time.
