Weird choices here...obviously meant to be Reagan but too afraid to show a face so resorting to fake shadows, and Cap's pose is too stiff...the motion lines don't help as the serpent figure is too static to be believably moving. Feels like a committee cane up with this. Frenz and Milgrom are both vastly underrated talents so this seems odd.
