Considering this came out in mid to late 1983, a full year before the first Terminator movie, one has to wonder if James Cameron wasn't at least a little inspired by the story of Luther Manning returning to the past to prevent a terrible future.
Probably not based on the Terminator was filmed in 1983 and they had to have a script before filming so that puts the concept even farther back. Also the apocalyptic 90's was a regularly used theme in the late 70's early 80's.
