No idea what comic bookl this is as I was never an X-Men fan...but I am pretty sure you meant "Identify this panel" rather than cover.
Judging from that Colossus costume that I always hated (with the dog collar) it's probably in the X-men #190's----maybe #194, it's a guess.starfoxxx
